I am having the same issue. My pen sensitivity stopped working, and my pen kept dragging the canvas instead of drawing. I also can't drag layers. I uninstalled Clip Studio and Clip Studio Paint, then reinstalled the latest version of Clip Studio Paint. This fixed the pen sensitivity and pen dragging the canvas (so far).
