Any character can get it withe Urchin or Charlatan background in character generation. And some classes can electively get it at L1. Bard for sure, likely others.The hand starts with 14 Dexterity and 10 HP now and is immune to more negative statuses. To install: Use the Baldur's Gate 3 Mod Manager.
