Currently, the only way to get volatile rounds is by having the specific fragments equipped that give it to you for 3-4 seconds after getting a grenade kill and then you get volatile rounds for void weapons only. This is not enough to compete against Incandescent and Voltshot. Volatile rounds will chain explosion kills and let you easily keep devour running.
