You should hear a clicking noise. If not, check and make sure the screws holding it in are well grounded. Also, make sure the little wire going to the little post on the soleniod has power when the switch is activated. This is the ground fault that makes the module think the headlights are plugged in. Did this last week when a guy brought his truck in w/o the plow. It proved he had power to the controller.
