Here is a strategy to beat him and his many minions so you can steal the treasure.But when I got the boss fight against Okumura himself, the first phase is easy enough, but when it get to the chief directors, they're weak to Psy so no big deal, but the kicker is, they left due to work pressure and Okumura just keep summoning them endlessly for the rest of the time limit. The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think. As before, you'll be taking a few visits to Okumura Palace dungeon, with several infiltrations and a run to get the Treasure and take on the boss. Um, I beat this fight on normal, underleveled and did none of this. Didn't hack either. I just played smart on my second fight. My team was Makoto, Haru and either Ryuji or Yusuke. The fight was annoying and difficult, but once I knew the gimmick it was over. I finished the fight with I think 8mins and change left.
